What a Telegram WEB proxy is
A Telegram proxy sits between the app and Telegram's servers. With a classic MTProto proxy the app talks to the proxy directly, in Telegram's own protocol. A WEB proxy keeps that protocol and its encryption but wraps the whole connection in HTTPS.
Inside the app, a built-in web view opens an HTTPS or WebSocket connection to the proxy's address on port 443. That address belongs to a real website with a valid certificate. Anyone who opens it in a browser sees the website. Only an app holding the right secret gets the proxy.
To the network, the result looks like a visit to an ordinary site. That is the point of the type: filters that recognise and slow down Telegram connections see web traffic instead.
WEB proxy or MTProto proxy
Both carry Telegram only and both connect from a link. The difference is what the traffic looks like and which apps can open it.

Which Telegram apps open a WEB proxy
Support comes from the app, not from the server. Telegram Desktop opens tg://webproxy links. On Android and iOS support is arriving gradually, so check that your app opens the link before you rely on it on a phone.
If the link does nothing or opens the website in a browser, update Telegram first. If it still does not connect, the app on that device does not support WEB proxies yet, and an MTProto proxy is the one to use there.

What a WEB proxy does not do

- Telegram ties an account to a data centre at sign-up, and a proxy does not move it.

- The link points to our server's own website. A domain of your own cannot be attached to it.

- On a device whose Telegram does not open the link, use MTProto.
